You must have confronted with #save Lakshadweep campaign, supported by residents and political parties of not only Lakshadweep but also of various states. Demanding the recall of administrator Praful K. Patel.

According to residents and opposition leaders, administrator P.k Patel introduced reforms that are threat to TRADITIONAL ,SOCIAL,CULTURAL and ECONOMIC characters of union territories.



*How is Lakshadweep governed and who is Praful k. Patel??*

Lakshadweep is one of India's eight union territories. The islands constitute a single Indian district, and are governed by an administrator appointed by the President of India under article 239 of the constitution. Till now bureaucrats were appointed as administrator of UT but for very first time a politician, Praful k. Patel has been appointed as administrator of UT




# who is  Praful Khoda Patel?

Praful khoda patel, who is an administrative of the union territory of Dadar and Nagar Haweli and Daman and Diu was given additional charge of Lakshadweep following the death of Dineshwar Sharma Praful , who was the BJP leader from Gujrat and had served as the minister of state under the surveillance of central government.



Patel was booked for suicide of Dadar and Nagar Haveli's MP Mohan Delkar , because he was named in 15 pages suicide note.

Definition of  ‘Development’:

It defines development as the carrying out of building, engineering,mining, quarrying or other operations in, on, over or under land, the cutting of a hill or any portion thereof or the making of any material change in any building or land or in the use of any building or land.

It also proposes the creation of a Lakshadweep Development Authority (LDA)

This draft gives administration the power to relocate islands to property or to dispose it from property, possess and pick any land for activities such as building engineering, mining and all this on the name of development.

This draft led to massive protests.

Lakshadweep Development Authority

The authority would be a body corporate with a government,appointed chairman, a town planning officer and three ‘expert’ government nominees besides two local authority representatives.

 *Other regulations*

The Prevention of Anti-Social Activities Regulation (PASA)

More popularly known as the Goonda Act, the regulation provides for the administrator to order the detention of a person for a period of upto one year if the offender’s actions “adversely affects the maintenance of public order”.

The Lakshadweep Animal Preservation Regulation, 2021.

The new regulation not only bans cow slaughter, it also prohibits buying, selling, transportation or storing beef or beef products in any form. Violation will invite a maximum jail term of 10 years and fine of up to Rs 5 lakh.

The Lakshadweep Panchayat Regulation, 2021 

The regulation specifies rules for getting elected to gram panchayats and disqualifies those with more than two children from getting elected to the gram panchayat.

*Concerns*

1)Lakshadweep development authority has low representation of local people.

2)Opposition says "Goonda act"is just an attempt to intimidate people by citing National Crime Records Bureau (2019) report, which shows island had zero cases of major crimes such as rape, murder, kidnapping and dacoity.

3)The regulation could pave the way for forcible relocations and even evictions as the responsibility for adhering to the development plan

4)The document has been criticised for trying to create a land development structure that is arbitrary, given the wide powers it gives the administration to take over private land.

5)concerns that have been raised by islanders relate to the fear that the environment will be destroyed.

 *Solution* .



Adhering to fragile ecosystem of Lakshadweep one cannot disturb it simply on the name of development and tourism. The government must properly scrutinise the proposed draft and should come up with a model of sustainable development with proper participation of local people.

  Can Detachment actually bring peace? I, Rahul and Ravi the trinity of school friends planned a fair visit in Gwalior last week.
